Andorra.

Launched by Llei 9/2012 (approved 31 May 2012), in force on publication in BOPA no. 30 of 27 June 2012: the main holder must invest at least EUR 400,000 in Andorran property, company shares, debt or financial instruments of Andorran entities, Andorran public debt or unremunerated deposits, including a EUR 50,000 unremunerated deposit (EUR 10,000 per dependant) with the INAF, and live in Andorra at least 90 days a year without working. Earlier passive-residence laws (1995 law, Llei 17/2006) required means and a guarantee deposit but no investment; they were repealed by Llei 9/2012 and were not stored. Restated in 2018 (Llei 10/2018). An intermediate rise to EUR 600,000 reported by industry sources was not found in an official text. Llei 2/2026, del 22 de gener (named in the stored Govern form), changed these rules; the stored committee report on the bill gives EUR 1,000,000 (EUR 400,000 if put into the Housing Fund) and non-refundable payments of EUR 50,000/12,000, but the enacted text as published in the BOPA is not stored, so no 2026 rules are recorded yet. No official count of passive-residence permits was found (the statistics office’s permit bulletins do not separate them).
