The Migration Code (approved by Law No. 713-IVQ of 2 July 2013) grants temporary residence to foreigners who invest at least AZN 500,000 in the economy (permit up to 3 years, renewable for 3), own real estate (or bank funds) of at least AZN 100,000, hold a fixed-term bank deposit of AZN 100,000 or government securities of AZN 100,000 (securities ground added in 2023), and permanent residence for AZN 500,000 investment or AZN 200,000 in real estate, deposits or securities. The separate route for heads/majority founders of foreign-invested companies (paid-up company capital of AZN 50,000 or 100,000 since 16 January 2024) is a threshold on a company's money, out of scope under decision 15 (refined), and not recorded. An earlier English text (file dated 2018) already has the AZN 500,000 and AZN 100,000 grounds; the date these grounds were introduced was not established (the Code's amendment footnotes are not in the stored files), so launched was empty until the 2026-10-10 launch-date pass: the State Migration Service dates Cabinet Decision 102 (which set the investment amount) to 30 June 2009 (decision date, not an in-force date; the decision text is behind a bot check), so launched is the year 2009.
