Article 53 of the Law on the Legal Status of Foreign Citizens and Stateless Persons lets foreigners who invested in Belarus at least fifteen thousand base units obtain a permanent residence permit without the usual five years of temporary residence. The Interior Ministry's migration head said in January 2024 (Interfax) that EUR 150,000 is the threshold and that 3-4 permits go to investors a year. The original 2010 wording, and when the investor ground and the base-unit threshold were introduced, were not read at first; launched 2010-07-21 is the in-force date of Law 105-Z of 2010 (EUR 150,000 investor ground), from the 2026-10-10 launch-date pass. The 1993 law it replaced was not read, so an earlier start can't be ruled out.
