Citizenship by investment or donation

Sells citizenship, and with it a passport.

Official name: Cambodia: naturalisation by investment or donation (Law on Nationality 1996, Arts 10-12; Law on Nationality 2018, Arts 21-22; Sub-decree No. 225 of 2025)

Lowest price for one person: riel 4000 million

Sub-decree 225 (from 1 Dec 2025): own capital of at least 4 billion riel spent on a project in a priority sector listed in the annexes; donation route 12 billion riel (t-a5a25d1684). Also 12 months' legal residence for investors (2018 law). Amounts for 2018-2025 (sub-decree 112) not found.

Notes from the research

Under the 1996 law, investors spending 1,250,000,000 riels were exempted from the 7-year residence requirement and donors of 1,000,000,000 riels to the national budget could apply; granted by Royal Decree, with an optional Khmer name. The 2018 law moved the amounts into a sub-decree (No. 112 of 30 Aug 2018, not found) and added 12 months' (investors) or 6 months' (donors) legal residence. Sub-decree No. 225 of 1 Dec 2025 sets 4,000,000,000 riel (investment in priority sectors) and 12,000,000,000 riel (donation). Naturalisations were published in the Royal Gazette until February 2024 (about 50 a month in 2020-2023, all routes); no official count by route. Several naturalised China-born businessmen were later sanctioned or prosecuted abroad. Launch date is the 1996 law's promulgation date: the stored (unofficial English) text states no in-force date.
