Citizenship·Status unclear·since 2024

El Salvador naturalisation and permanent residence for investors and donors in government programmes (Ley Especial de Migración y de Extranjería arts. 156(5) and 152(13); 'Freedom Visa')

Sells citizenship, and with it a passport.

Notes from the research

D.L. 918 of 20 Dec 2023 (D.O. 9 Jan 2024) added art. 156(5): foreigners who meet government programmes for attracting investors or donors who inject capital in legal tender may apply for naturalisation. Launched 2024-01-17 (in force 8 days after publication in Diario Oficial 5 of 9 January 2024, date computed): D.L. 918 itself is not stored, so its in-force date (Salvadoran decrees usually state one) cannot be checked; the publication date of 9 Jan 2024 is kept as a 'legal' event. D.L. 286 of 2025 (in force 13 May 2025, eight days after publication on 5 May; counted by us) lets people joining central-government programmes obtain permanent residence directly, with no absence limit and a USD 690 fee. The press reports the 'Freedom Visa' (launched 7 Dec 2023 with Tether, before the law was published): USD 1 million donation in bitcoin or USDT, 1,000 places a year; no official text of the programme's requirements or any count was found. Status not confirmed.
