Residence·Status unclear·since 2013

France residence card for an exceptional economic contribution (carte de résident pour contribution économique exceptionnelle)

Sells the right to live in the country (a “golden visa”), sometimes leading to citizenship later.

Notes from the research

Residence for a foreigner making a long-term, non-speculative investment of at least EUR 10 million in commercial or industrial assets in France, as listed in comparison tables by the UK Migration Advisory Committee (Feb 2014; residence requirement 183 days a year) and the IMF (2015 working paper and Vanuatu Article IV; inception year 2013). Neither table names the card; the name comes from Transparency International's 2018 report, which cites Decree No 2009-1114 of 11 September 2009 on the carte de résident for an exceptional economic contribution and dates a French residence-by-investment scheme to 2009 (amended 2016), but its table row describes the EUR 300,000 passeport talent (fra-passeport-talent-investor), so that 2009 date is not recorded as a launch event. launched follows the IMF table (2013); the decree and the law behind the card are not stored, and the two dates disagree. The 5-year citizenship qualifying period in the MAC and IMF tables is France's ordinary naturalisation period and is kept as a context row without a programme. Current status and counts not found.
