Investor residence permits

Sells the right to live in the country (a “golden visa”), sometimes leading to citizenship later.

Official name: Latvia temporary residence permits for investors (Imigrācijas likums, 23. panta pirmās daļas 28.-31. punkts)

Lowest price for one person: €50,000

Under the new Immigration Law from 15 Sep 2026 only the business route remains usable: EUR 50,000 in a company with up to 50 employees (2-year permit), plus a EUR 10,000 state payment (a fee, t-8b87d829d3). The new EUR 150,000 state-fund route (t-2cd2f2a778) was not yet operational. The EUR 250,000 property and EUR 280,000 bank routes ended 14 Sep 2026; the state-securities route ended 19 May 2026.

Notes from the research

Five-year renewable temporary residence permits (termiņuzturēšanās atļauja, TUA) for investors and their spouses and minor children, under art. 23(1) points 28 (company capital), 29 (real estate), 30 (subordinated liabilities with a Latvian bank) and 31 (interest-free state securities, 2015 to May 2026) of the 2002 Immigration Law; added by the law of 22.04.2010, in force 1 Jul 2010. Run by the Office of Citizenship and Migration Affairs (PMLP). Russian and Belarusian citizens excluded from 24 Sep 2022. The state-securities route was deleted from 20 May 2026; the property and bank routes ended when the new Immigration Law took effect on 15 Sep 2026, which keeps a two-year business-investment permit and adds an (not yet operational) EUR 150,000 state fund route, so the programme continues in reduced form. Under art. 24(1) point 7 of the 2002 law, a foreigner who has lived in Latvia continuously with a temporary residence permit for at least five years may request permanent residence (other conditions, such as language, apply; not detailed here). Citizenship rules not researched.
