Family Occupation Permit
Sells the right to live in the country (a “golden visa”), sometimes leading to citizenship later.
Official name: Mauritius Family Occupation Permit (USD 250,000 contribution to the COVID-19 Projects Development Fund)
Non-refundable contribution to the COVID-19 Projects Development Fund; covers the whole family unit. The criteria are absent from the EDB Act schedule as consolidated to 13 Aug 2026, so whether the route is still open is uncertain.
Notes from the research
A 10-year residence and work permit for an applicant, spouse, dependants and household staff in return for a non-refundable USD 250,000 contribution to the COVID-19 Projects Development Fund (Immigration Act s. 9CA, inserted by the Finance (Miscellaneous Provisions) Act 2021; Immigration Act 2022 s. 14). The criteria were restated in the Finance Act 2025 but are absent from the EDB Act First Schedule as consolidated to Act 13 of 2026, so the current status is unclear. No figures on permits issued or money raised were found. launched is the Act's assent and Gazette date (Government Gazette No. 121 of 5 August 2021): the commencement section (s. 97) sets no other date for s. 37, so no separate in-force date is stated.

Investor citizenship, shorter residence
Sells citizenship, and with it a passport.
Official name: Mauritius naturalisation with reduced residence for investors (Mauritius Citizenship Act s. 9(3))
Not a priced programme: an investment of at least US$500,000 (1999 amendment) lets the Minister, at discretion, accept 2 years' residence instead of the normal requirement. Whether still in force, or whether another sum was prescribed, was not established.
Notes from the research
Not a citizenship-by-investment programme with a price: the Minister may, at discretion, accept 2 years' continuous residence instead of the normal requirement (12 months immediately before plus 5 of the previous 7 years) for a person who has invested at least MUR 3 million (1995) or USD 500,000 'or such other sum as may be prescribed' (1999). The 1995 Act replaced an earlier version of s. 9(3) whose terms were not read. Applicants had to renounce other nationalities (s. 9(4) in the 2003 consolidation). A proposed USD 1 million citizenship scheme in the 2018-19 budget was not legislated. Current text and any use figures were not found. launched is the assent date of Act No. 24 of 1995 (23 August 1995): the Act came into force on a day fixed by Proclamation, which is not in any stored document.

Investor occupation permit
Sells the right to live in the country (a “golden visa”), sometimes leading to citizenship later.
Official name: Mauritius Occupation Permit for investors, and permanent residence for investors
From 13 Aug 2026 the only investor option: US$100,000 initial investment in a business with turnover targets. The US$50,000 option (t-a491f63889) ended then.
Notes from the research
Combined work and residence permit for a non-citizen investing in a Mauritian business (Immigration Act 1970 s. 9A from 1 Oct 2006; now Immigration Act 2022 s. 12; criteria in the First Schedule to the EDB Act). Minimum USD 100,000 before 2020, USD 50,000 from 2020, both USD 50,000 and USD 100,000 options from Aug 2025, USD 100,000 only from Aug 2026, with turnover targets. Valid 10 years since 2020 (3 years before). Permanent residence (20 years) after 5 years (3 before Aug 2025) with turnover of MUR 15 million a year; a direct permanent-residence route for an investment of USD 500,000, cut to USD 375,000 in 2020, was dropped in 2025; from Aug 2026 golden visa holders investing USD 1 million qualify. EDB reported 918 active investor occupation permits on 30 June 2021.

Residence through property purchase
Sells the right to live in the country (a “golden visa”), sometimes leading to citizenship later.
Official name: Mauritius residence permit through property acquisition (Integrated Resort Scheme, Real Estate Scheme, Invest Hotel Scheme, Property Development Scheme, Smart City Scheme, G+2 apartments)
Residential property under the IRS/RES/IHS/PDS/Smart City schemes or a G+2 apartment, at least US$375,000. Buyers over 50 can use senior-living PDS property above US$200,000 (t-ba6043def5).
Notes from the research
Buying qualifying residential property gives the buyer, spouse and dependants a residence permit for as long as the property is held, and the right to work or invest without an occupation permit. Threshold USD 375,000 since the Finance (Miscellaneous Provisions) Act 2020 (earlier USD 500,000 for RES, PDS and Smart City Scheme; IRS ownership gave residence with no price set in the Act as consolidated to 2009). Senior-living PDS property above USD 200,000 for buyers over 50 since 2023. Approved by the Economic Development Board; now Immigration Act 2022 s. 8. Start date not established: s. 5 of the Immigration Act was amended in 2002, 2006, 2007, 2008 and 2009. A path to permanent residence (20 years) exists only for other permit categories; citizenship by naturalisation normally needs 5 of 7 years' residence plus 12 months (Citizenship Act s. 9). EDB published 286 residential acquisition authorisations in FY2020/21; no count of residence permits issued under the schemes was found.
