EUR 200,000 per person in a private investment fund, held 2 years (from 14 Dec 2019). Direct investment route EUR 400,000 plus 10 jobs (t-f29e478627). Discretionary Government decision; a June 2026 draft would remove fixed amounts.

Notes from the research

Art. 11 of the Law on Citizenship (since 1992; reworded 2004) allows naturalisation without residence where it is of special scientific, economic, cultural, sporting or other national interest; the Government decides. Criteria decree of 2005 (no amounts); EUR 400,000 direct investment plus 10 jobs from 20 Dec 2012; EUR 200,000 private investment fund route added 14 Dec 2019. The Ministries of Finance and Economy assess economic interest and the security agency vets. 121 economic-interest grants 2005-2022 (40 refusals); one or two a year since. The European Commission (Dec 2025) says the scheme must be abolished under the Visa Suspension Mechanism; a June 2026 draft law would remove fixed amounts but keep investment as a criterion. 'launched' is the first criteria decree; the legal basis dates from 1992.
