Investor residency (Golden Residency)

Sells the right to live in the country (a “golden visa”), sometimes leading to citizenship later.

Official name: Investor Residency Programme (إقامة مستثمر), relaunched in 2025 as the 10-Year Golden Residency

Lowest price for one person: OMR 200,000

10-Year Golden Residency launched 31 Aug 2025: single OMR 200,000 threshold across seven routes (property, company, bonds, shares, deposit...), family included. Source is Invest Oman's page; the legal instrument was not found, and whether the older OMR 250,000 five-year category (t-7ae298c102) survives is unknown.

Notes from the research

Launched by the Ministry of Commerce, Industry and Investment Promotion on 29 Sep 2021 (applications from 3 Oct 2021); the launch date is the ministry's announcement, because the decision creating the programme has not been found. First category (10-year card): OMR 500,000 in a joint-stock company, government bonds or (from March 2022, Ministerial Decision 58/2022) residential property, or a company employing 50 Omanis. Second category (5-year card): OMR 250,000. Retirees also eligible. Visa and residence fees set by ROP Decision 234/2021 (OMR 500 / OMR 300, renewal every three years). On 31 Aug 2025 the ministry launched a '10-Year Golden Residency' with seven routes and a single OMR 200,000 minimum; its legal instrument and fees were not found, and it is not clear whether the 5-year category remains. Investors are 'not entitled to claim Omani citizenship, except under the existing regulations'. A separate owner residence for any property owner (no minimum in the text) was set by ROP Decision 87/2026.

Oman residence for owners of property in Integrated Tourism Complexes (نظام تملك العقارات في المجمعات السياحية المتكاملة; Royal Decree 12/2006 art. 8)

Sells the right to live in the country (a “golden visa”), sometimes leading to citizenship later.

Notes from the research

Non-Omanis may buy built units or plots in licensed Integrated Tourism Complexes; the owner of a built unit and first-degree relatives may be granted residence (Royal Decree 12/2006 art. 8). Under the 2007 executive regulations the residence is for two years, renewed automatically every two years for six years; owners of a building plot get a two-year multiple-entry investor visa until construction is completed. No minimum price is set in the texts read. 'launched' is the decree's in-force date (date of issue, 19 Feb 2006; published 1 Mar 2006). Separate from omn-investor-residence (2021, which also has OMR 250,000/500,000 property categories under MD 58/2022). Amendments (MD 109/2022) and current practice not read; status left empty. No official counts found. In scope under decision 15 (refined): buying property is in even without a minimum price; the purchase rule is recorded with the amount unset.
