Citizenship for investors (minister's discretion)
Sells citizenship, and with it a passport.
Official name: Papua New Guinea naturalisation of investors (Constitution s. 67(4)(b); Citizenship Act s. 6B)
No price: ministerial discretion with no amount in law.
Notes from the research
Not a priced citizenship-by-investment programme: since 2016 the minister may, at discretion and subject to the Citizenship Advisory Committee, naturalise a person with the capital and commitment to invest, create jobs and transfer skills, waiving one of the ordinary naturalisation requirements (s. 67(5), which keeps the others). No investment amount is set in law; the fee is to be set by instrument (not found). No figures on investors naturalised were found. 'launched' is the certification of the constitutional amendment (29 Aug 2016; the text states no separate commencement date), the first text making investment a route; the criteria are left to the Citizenship Act (decision 14).
