Notes from the research
A foreigner who obtains the Ministry of Industry and Commerce's foreign-investor certificate through the SUACE single window can apply directly for permanent residence (investor category) under Ley 6984/2022, valid 10 years and renewable. Until April 2026 the certificate required a USD 70,000 investment within two years and 5 formal jobs; Resolución MIC 0283/2026 (branded Paraguay Investor Pass) added financial instruments (USD 200,000, held two years), real estate for economic use (USD 200,000) and tourism (USD 150,000). Launched 1996-11-08: Ley 978/1996 (date as promulgated; no separate in-force date read) admits investors as permanent residents, amounts left to the regulation; Ley 6984/2022 (18 Oct 2022) lets SUACE-certified investors go straight to permanent residence.
