Permanent Residence Card
Sells the right to live in the country (a “golden visa”), sometimes leading to citizenship later.
Official name: Permanent Residence Card (Law No. 10 of 2018)
Not an investment programme (residence-based card, max 100 a year); no price exists.
Notes from the research
Not an investment programme: permanent residence after 20 years' legal residence (10 if born in Qatar), with income, good conduct and Arabic, plus listed categories (children and husbands of Qatari women, people with special services or qualifications). At most 100 people a year (Art. 4, per GLMM abstract). Holders are treated like citizens in state health and education and can own property and do some business without a Qatari partner. Included because the property route above grants 'permanent residency benefits' without the card. Law text not downloaded (Al Meezan blocked). No count of cards found.

Residency for property owners
Sells the right to live in the country (a “golden visa”), sometimes leading to citizenship later.
Official name: Real estate residency for non-Qatari property owners (الإقامة العقارية)
Property worth QAR 730,000 in designated areas gives residence while owned; QAR 3,650,000 adds permanent-residency benefits (t-7645b3885d). One source says 'more than' 730,000. Cabinet Decision 28/2020 text not stored.
Notes from the research
Under Law No. 16 of 2018 on non-Qatari ownership and use of real estate and Cabinet Decision No. 28 of 2020 (reported as recently issued in mid-October 2020; launch month is the press report's, because the decision's date and in-force date are not in the stored documents), a non-Qatari buying property worth at least QAR 730,000 in the designated areas gets residence for self and family without a sponsor for as long as the property is owned; from QAR 3,650,000 the owner also gets permanent-residency benefits (health, education, some business activities). Minimum stay of 90 days a year for certain categories (US State Department). Not a route to the permanent residence card or citizenship. Law texts not downloaded (Al Meezan blocked). No official count of permits found.
