Government Decree No. 2573 of 31 December 2022 (in force 11 January 2023) sets four alternative criteria under which a foreign investor gets a residence permit (вид на жительство) without first holding a temporary residence permit: RUB 15 million invested in socially significant regional projects in the 3 preceding years; a company founded by the applicant (sole participant) that has operated 2 years and pays at least RUB 4 million a year in taxes and contributions; RUB 30 million invested in a Russian company operating at least 3 years that paid at least RUB 6 million in taxes; or new-build real estate with total cadastral value of at least RUB 50 million (Moscow), 20 million (Far Eastern Federal District) or 25 million (elsewhere) held for one year. The decree implements subparagraph 17 of para 2 of art. 8 of Federal Law 115-FZ; when that subparagraph was added was not established, so legal_basis is empty. No official counts found.
