Premium Residency

Sells the right to live in the country (a “golden visa”), sometimes leading to citizenship later.

Official name: Premium Residency (الإقامة المميزة; 'privileged iqama')

Lowest price for one person: SAR 800,000

The scheme's signature product is bought, not invested: a one-time SAR 800,000 payment for permanent premium residency (no investment required); treated here as the price because it is the payment that buys the status, not an add-on fee. Cheaper alternatives: fixed-term residency at SAR 100,000 a year (t-0bd17b63ec); entrepreneur product SAR 400,000 (t-d73d302300, needs a startup and endorsement). Investment products since 2024: property SAR 4 million (t-d664e88ec1), business SAR 7 million plus 10 jobs. Sources are press reports from 2019; current fee not verified.

Notes from the research

Residence without a Saudi sponsor, created by the Premium Residency Law (Royal Decree M/106 of 10/9/1440H, about 15 May 2019; launch date is the decree's date: the law enters into force the day after its publication in the Official Gazette, and that publication date is not in the stored documents) and run by the Premium Residency Center. From 2019 two paid types: permanent for a one-time SAR 800,000 and fixed-term renewable for SAR 100,000 a year (fee-based, no investment required). Amended by Royal Decree M/84 of 11/6/1445H (published 10 Jan 2024): products and fees now set by the Council of Economic and Development Affairs; minimum age 21 removed. Five products added on 10 Jan 2024, including business investor (SAR 7 million invested over two years plus 10 jobs, permanent) and property owner (unmortgaged developed residential property worth at least SAR 4 million), each with a SAR 4,000 fee. Citizenship: the 2019 law said premium residency gave no right to Saudi citizenship (Art. 11(2)); the 2024 amendment repealed that sentence, but no path to naturalisation through premium residency is set out in the law. Official numbers are press statements and a figure attributed to the National Transformation Program.
