Permanent residence by investment
Sells the right to live in the country (a “golden visa”), sometimes leading to citizenship later.
Official name: Taiwan permanent residence for foreign investment immigrants (入出國及移民法 第25條第4項; Alien Permanent Resident Certificate / Plum Blossom Card)
More than NT$15 million in a profitable business with jobs for 5 nationals for 3 years; bonds route NT$30 million. Start date of the route not established.
Notes from the research
Article 25(4) of the Immigration Act lets foreigners apply to the National Immigration Agency for 'investment immigration'; once approved and the investment is made, permanent residence is granted directly, without the usual five years' prior residence. NIA guidelines set the thresholds: more than NT$15 million in a profitable business creating jobs for at least five ROC nationals for three years, or more than NT$30 million in central government bonds held three years. Spouses and children under 18 may apply with the investor. Permanent residence is not citizenship; naturalisation is a separate process. No official count of investment-immigration grants was found, Launched 2008-08-01: the revised Immigration Act (promulgated 26 Dec 2007) came into force on 1 Aug 2008 (from the Ministry of Justice's legislative history).

Hong Kong and Macao investor residence
Sells the right to live in the country (a “golden visa”), sometimes leading to citizenship later.
Official name: Taiwan residence for Hong Kong and Macao residents through investment (香港澳門居民進入臺灣地區及居留定居許可辦法 第16條第1項第5款)
Only for Hong Kong and Macao residents: NT$6 million or more, approved by the authority.
Notes from the research
Under Article 16(1)(5) of the Ministry of the Interior's regulations for Hong Kong and Macao residents (first issued 30 June 1997), a Hong Kong or Macao resident who invests NT$6 million or more in Taiwan, approved by the central competent authority, may apply for residence. Under Article 29 a resident may apply for settlement (registered permanent residence, i.e. a Taiwan household registration and ROC citizenship rights) after one year of continuous residence, or two years with at least 270 days a year, while still meeting the original conditions. Applicants who were formerly Mainland residents or who worked for Mainland party, state or military bodies may be refused (Article 22). The start date of the NT$6m investment ground, and any official count of residence or settlement permits granted on it, were not found. The Mainland Affairs Council publishes only totals of Hong Kong residents granted residence and settlement for all reasons.
